Zachary “Zach” Sakas serves as bond counsel to Arizona government entities to facilitate the issuance and sale of bonds to pay for infrastructure and improvements. Zach advises issuers on public finance matters for the acquisition and construction of roads, parks, utilities, police and fire stations, dormitories, schools, and a variety of other projects.
Zach represents municipalities, counties and special taxing districts, including community facilities districts and revitalization districts. In addition, Zach has served as bond counsel for universities, school districts, industrial development authorities, nonprofit hospitals and organizations, and tribal governments. He also represents investment banks that underwrite and market bonds issued by governmental entities, and banks that acquire governmental obligations for their own portfolios. These transactions include fixed-rate and variable-rate tax-exempt bonds, pledged revenue obligations, lease purchase certificates of participation, revolving fund loan programs, and tax-credit bonds.
