Tiffany Leichman focuses her practice in the area of public finance and has acted as bond counsel, underwriter’s counsel, special disclosure counsel, and placement agent’s counsel in a variety of matters relating to the issuance of tax-exempt debt by state and local governments. 

Her practice includes general obligation bond issuances, direct loans, lease purchase transactions, special revenue bonds, and other obligations on behalf of governmental entities including special districts, school districts, urban renewal authorities, cities, towns, and counties.

Since moving to Colorado, Tiffany has helped clients issue in excess of $1 billion in tax-exempt financings for public infrastructure, education, and municipal projects throughout Colorado, Nevada, and the mountain region.  Prior to joining Sherman & Howard, Tiffany served as a Legal and Compliance Manager for Morgan Stanley in New York City.


  • Has acted as counsel on hundreds of Colorado Special District Financings.
  • Represented a university in a $150 million financing acting as both bond and special counsel in 2017. The deals financed projects including new dorm buildings, a student center, community commons and renovations of the campus career center.
  • Acted as disclosure counsel on multiple school district financings in Colorado and Nevada with par amounts ranging from $45 million to over $600 million.
