Harsha Sekar’s practice involves the representation of underwriters, issuers and borrowers, banks and other transaction participants in municipal securities offerings. Harsha has been active in the securities industry for a number of years. Prior to joining the firm, Harsha was a Vice President at a major investment bank, where he advised the public finance group on items relating to the federal securities laws, rules and regulations promulgated by self-regulatory organizations, and other business and reputational matters. Harsha began his career with the Financial Industry Regulatory Authority (FINRA), where he worked with a broad range of member firms specializing in both investment banking and retail activities.

Representative Matters
  • Took testimony from multiple industry members in connection with a major regulatory enforcement action against a municipal bond underwriter, which was ultimately barred from the financial industry.
  • Played a leading role in the investigations of several broker-dealers that reflected a high regulatory risk, such as the firms that engage in penny stock liquidations and the private placement of unregistered securities.
  • Routinely advised public finance bankers on compliance with the federal securities laws and SRO regulations in connection with complex municipal financings.
  • Assisted in the formation of comment letters and template documents addressing new regulations as a member of the Municipal Legal Advisory Committee of the Securities Industry and Financial Markets Association (SIFMA).
  • Managed the rollout and implementation of multiple significant new regulatory initiatives for one of the nation’s most active public finance investment banking groups.
