Durward "D" Timmons has nearly 40 years of experience representing corporate and individual clients in virtually all aspects of Government Contracts and related issues.

D is a member in Sherman & Howard’s Litigation and Trial practice group. He was a Presidential appointee during the Reagan administration, serving as the Deputy General Counsel of the Department of the Air Force.

He founded Sherman & Howard’s Government Contracts Practice Group in 1987 and since then has represented large corporations, small businesses, and individuals in a wide range of issues involving the award, administration, and disputes related to Federal contracts.


  • Represent corporations in Federal courts and boards of contract appeals.
  • Represent individuals and corporations before agency Suspending and Debarring Officials.
  • Represent individuals in security clearance disputes.
  • Represent corporations on all matters related to federal procurement, including bid protests, contract administration (including Prompt Payment, Buy American, Truth in Negotiation Act), claims and disputes before Boards of Contract Appeals, U.S. Court of Federal Claims, Federal District Court (including Contract Disputes Act claims, Suspension and Debarment, Qui Tam Actions, Security Clearances).
  • Represent corporations before Air Force and Army suspension and debarment officials.
  • Prepare corporate Codes of Conduct, compliance programs, employee training and internal audits, and internal investigations.
  • Represent corporations in issues involving voluntary disclosures to agency inspector general including negotiating plea agreements and civil settlements.
  • Represent corporations in Foreign Corrupt Practices Act (FCPA) investigations and related civil settlements.
  • Provide training to corporations on all aspects of Federal procurement law.
  • Advised the Secretary of the Air Force and senior Air Force staff regarding the acquisition of major weapons systems.



  • Expertise and experience in all facets of Federal government contracting including the award, administration, and claims.
  • Bid protests before Federal agencies and the General Accountability Office.
  • Corporate compliance issues related to Codes of Conduct, compliance programs, employee training and internal investigations.
  • FAR Cost Principles and Cost Accounting Standards.
  • Federal small business programs including SBA small business programs, size protests, mentor/protege arrangements, and small business joint ventures.
  • Dispute resolution including requests for equitable adjustments, claims litigation pursuant to the Contract Disputes Act.
  • Suspension and debarment before multiple Federal agencies.
  • FCPA, ITAR, TINA, Buy America, FCA, and criminal/civil settlements.
