Duncan has served as bond counsel, as special counsel for disclosure, and as underwriters’ counsel in a broad variety of financing transactions, including general obligation financings, revenue-backed financings, assessment financings, sales tax revenue financings, tax increment financings, certificates of participation, and bond anticipation notes.
Duncan represents governmental entities in public finance transactions throughout Nevada, providing legal guidance and helping them facilitate the tax-exempt financings of infrastructure projects such as schools, roads, convention centers, single-family housing projects, and water, wastewater treatment, and sewer systems. He also assists government entities in navigating Securities and Exchange Commission (SEC) and Municipal Securities Rulemaking Board rules and regulations. Additionally, Duncan advises on legislative law, election law, and constitutional law issues, and on a host of economic development matters.
